With the overall theme “A Decade of Difference,” the first event, the Annual Assistive Technology Conference, was held on March 5 at the Westin Resort Guam Hotel. Over 300 consumers, family members, advocates, and service providers attended the conference which was co-sponsored by the Guam Developmental Disabilities Council and the Guam Legal Services Corporation. A highlight of the conference was the brief visit of the Honorable Felix P. Camacho, Governor of Guam, who congratulated GSAT and Guam CEDDERS staff for their contributions to the community. Senator Ray Tenorio presented a Resolution from the 27th Guam Legislature. The keynote speaker for the Conference was Dr. Joseph Wallace from the Virginia Tech Act Project. Dr. Wallace, an expert in the Alternative Financing and Telework Programs, shared insights on the opportunities available in these areas and urged attendees to explore accessing them, through two new Grants awarded to Guam CEDDERS. Dr. Wallace along with Mr. James Denney, Training Director of the University of Guam’s Small Business Development Center, who will partner with Guam CEDDERS in providing business training to candidates for the Teleworking Program, gave an overview of how the program will work. Con’t on Page 4 Page 2 Medicaid Issues Addressed Dr. Heidi San Nicolas’ sabbatical work on Medicaid issues for individuals with disabilities on Guam has raised the level of awareness within the national network of University Centers of Excellence in Developmental Disabilities (UCEDD's). Of particular interest to the UCEDD’s is the impact of capped Medicaid allotments for the U.S. Territories. The Association of University Centers on Disabilities (AUCD) has taken on this issue as part of its legislative agenda. On March 23, Directors of the Guam and Virgin Islands UCEDD's and AUCD Legislative Affairs Director Donna Meltzer and Aranthan Jones of Congresswoman Donna Christensen's office met at the invitation of Congresswoman Madeleine Z. Bordallo in her Congressional Office to discuss issues facing individuals with disabilities in the U.S. Territories. Mr. Jones, Senior Health Policy Advisor for Congresswoman Donna Christensen offered insights and perspectives on current and prospective legislation that would address the Medicaid inequity within the Territories. Consultants Visit EHDI & GEHDI Projects The two-part infant hearing screening initiative on Guam recently received a site visit. Dr. W. June Holstrum a former Guam resident who now works for the Centers for Disease Control (CDC) and Dr. Craig Mason from the University of Maine provided technical assistance to the Early Hearing Detection and Intervention (EHDI) Tracking and Surveillance Project and the Guam Early Hearing Detection and Intervention (GEHDI) Project on March 22-27. Dr. Holstrum reviewed the progress of Guam's effort to provide hearing screening for all babies born on Guam and assessed the progress in the establishment of a tracking and surveillance system for monitoring hearing screening and intervention practices. A comprehensive database system for Guam received technical assistance from Dr. Mason, who reviewed current data gathering and recording efforts, and made recommendations for the type of database that would be most useful for the present level of technological support and for the future. Page 3: Creating Pathways In The Region… Special Education Policies & Procedures Training Completed Two training sessions on the revised Special Education Procedural Manual were held in Pohnpei from March 8-12 and in Kosrae on May 10-15. This completes the training series which began in Chuuk in January of this year. Forty (40) participants from Pohnpei and Kosrae attended the workshop, including special education coordinators, teachers, related service assistants (RSAs), and some general education teachers in Kosrae. Originally scheduled to take place in Yap, the training venue was moved to Kosrae due to the devastation left by Typhoon Sudal in mid-April. Maria Waathan, Special Education Coordinator, and trainers Dominic Fanasog and Petra You-Falan from Yap joined the Kosrae training. Support for this training on the FSM Screening and Assessment Procedural Guide was provided by the FSM Department of Health, Education, and Social Affairs (DHESA) and by the Western Regional Resource Center (WRRC). The guide was used as part of the Child Identification step in the special education referral process. Guam CEDDERS consultants, June Quitugua and Mary Kidd, conducted the training. Recommendations for implementation within the Special Education program included dissemination of final copies to region supervisors, specialists, RSAs, teachers, and administrators. Additionally, a disk with a template of the forms was requested to facilitate documentation of referrals. Specific resource materials were requested to familiarize participants with assessments and writing measurable IEP goals and objectives. Both Yap and Kosrae Special Education coordinators recommended inclusion of principals and Learning Facilitators (teachers) in all screening and assessment trainings to stay informed of the screening process, outcomes, and to provide continuous support. The next step in the training is for the FSM national and state coordinators to identify qualified individuals to participate in specific assessment trainings as part of the special education evaluation process. Page 4: GSAT Conference & Fair Snapshots Continued from page 1 Presentations related to showing how agencies facilitate the usage of assistive technology were also given by the Guam Legal Services Corporation, Department of Education Special Education Division, Division of Vocational Rehabilitation and the Guam CEDDERS programs. During lunch, the GSAT Timeline of Events was presented with a slide presentation of past activities. The following day, March 6,, GSAT sponsored a Vendor/Service Provider Fair at the Guam Premier Outlets. There were approximately 40 vendors set-up throughout the facility providing information on their organizations and distributing promotional give-away items to the hundreds of walk through shoppers. The GSAT Advisory Board members manned a number of GSAT booths set up in different locations. Of particular interest was the Guam Election Commission’s demonstration of the new fully accessible electronic balloting system. Page 5: New Advisory Council Members Appointed New Officers Elected Olympio “Oly” Mueden was elected Chairperson and Evelyn Duenas was elected Vice Chairperson by the Guam CEDDERS Advisory Council during its March meeting. Elections took place with new members who were appointed due to term expirations this past quarter. The 15 member Council is also in the process of establishing new memberships on each Initiative Area Subcommittee. Page 5: 2004 Model Child Care Centers Selected Agat Bay Child Development Center, EDU’s Fun Learning Center in Tumon, and Tina’s Learning Center II in Mangilao have been selected to participate in the Model Child Care Center program this year. In addition to these centers, training has been extended to new employees from the previously selected Model Centers to participate in the various trainings offered under the program. Participants will attend six training sessions this summer covering Principles of Child Development, Curriculum Development, Key Concepts of Disability Awareness, Strategies for Creating An Accepting, Inclusive Supportive Climate, and Family Supports. Participants who attend all six training sessions and complete class requirements have an option of receiving four (4) continuing education units from UOG’s Professional Development and Lifelong Learning Center, or a certificate showing completion of up to 40 hours of class instruction. Guam CEDDERS is facilitating this cycle of the Model Child Care Center program which aims to “provide opportunities for young children with special needs to play, learn, and grow with their typical peers in natural settings.” The project is supported through a Memorandum of Understanding between Guam CEDDERS and the Department of Public Health & Social Services, Division of Public Welfare - Child Care and Development Fund Program. To date, there are five recognized model child care centers and three newly selected for 2004 out of the 53 licensed child care centers on Guam that will begin or have completed a series of workshops and technical assistance visits on strategies for including children with special needs in child care settings. Page 6: GSAT Walk, Wheel, Run Scores Big!! The GSAT Walk, Wheel, Run 5 kilometer/1-mile Event brought out 472 participants of all ages, backgrounds, and abilities. The one common thread among this diverse group was the desire to engage in a health promoting activity. The Event was organized to commemorate GSAT’s 10th Anniversary, to provide a fitness and recreational activity that promotes participation of all individuals, and to begin fundraising efforts for the establishment of a “Universal Design Model Home” for Guam and the region. Participants warmed up for the events by following the stretch and warm up exercises led by Jean Tabobo and Phyliss Leon Guerrero, physical education teachers, and their student assistant, Ashley Fernandez. The 5K started at 6:15 a.m. followed by the 1 mile event at 6:30 a.m. Plans are already in the works for next year’s Walk/Wheel/Run Events!!! Page 8: Staff Presents at PAC RIM Conference Ginger Porter of Guam CEDDERS and Associate Superintendent of Guam’s Special Education, Vincent Leon Guerrero, joined San Diego State University’s (SDSU) Interwork Institute personnel Drs. Caren Sax and David Noyes to present “Making Transition Work in Guam Through Effective Interagency Dialogue” at the Pacific Rim Conference held in Honolulu, Hawaii on March 29-30. The presentation featured ongoing dialogue to integrate Vocational Rehabilitation (VR) and Special Education resources for the benefit of services to students transitioning from secondary education to adult life, which has resulted in an agreement to place VR funded positions for Transition Coordinators into the school setting. Other significant transition resources were brought back from the conference and the National Capacity Building Institute that followed, including a Transition Guide for students and parents, use of limited liability partnerships for entrepreneurial efforts, marketing arts as a micro-enterprise component of student transition plans, and information on assistive technology and support services to support post-secondary students with hidden disabilities. It is clear that increasing numbers of students with hidden disabilities, such as learning disabilities, psychiatric disabilities, and traumatic brain injury, are now entering post-secondary education and are being successful with appropriate services and support. Page 8: Staff Presents At Local Conferences Guam CEDDERS staff delivered presentations at two recent local conferences. Dr. Mary Fegurgur, Evaluator for I’ Famaguonta, the Children’s Mental Health Initiative, and licensed clinical psychologist, and Dr. Velma Sablan, Core Faculty, conducted workshops during the Joint Conference of the Association of Individual, Marriage, and Family Therapists of Guam and National Association of Social Workers (Guam Chapter) held on March 24-26. Dr. Fegurgur’s sessions covered “Solution-Focused Therapy For Children” and “Sand Play Therapy: An Introduction. Dr. Sablan’s session focused on “Outcomes-Based Evaluations: How You Do It and Why It’s Important”. Terrie Fejarang, Associate Director, facilitated a session entitled, “This Is Me, Clinton Mesa” during the “Week of the Classroom Teacher” Conference held on April 17. The session focused on Asperger’s Syndrome, as it impacts Clinton Mesa, a high school junior featured in a video recently produced by Guam CEDDERS. Joining the presentation were Lourdes Mesa, Clinton’s mother who shared many insights relating to this condition, and Korina Oshiro, autism technical assistant from the Guam Department of Education. Making it a family affair, Clinton, and his dad, Chris, also participated in the presentation. Page 9: “Keep ‘Em Healthy” Training Conducted Photos with captions: Participants engage in an activity during the “Kids in Daycare: Keep ‘Em Healthy” training conducted by Estela Gapas. A total of 150 childcare providers attended this training, which began in February. Topics covered included: “Universal Precautions for Communicable Diseases & Heartsaver First Aid Techniques. Participants practice Heartsaver First Aid techniques on a mannequin before taking the certification test. Participants who complete and pass the test receive a two-year certification in Heartsaver First Aid by the American Heart Association. Page 9: New Video: “Inclusive Child Care on Guam” In an effort to provide more locally produced training material, the Department of Public Health and Social Services (DPHSS) commissioned Guam CEDDERS to produce two videos related to child care practices on Guam. The first video, “Inclusive Child Care on Guam” is an 11-minute production which focuses on how two child care providers, a family child care home and a center-based provider have incorporated inclusive practices into their operations. Lee’s Playschool and Honey Bear Kids Center, the two providers showcased in the video, are participants in the Model Child Care Program facilitated by Guam CEDDERS through a contract with DPHSS. In its final stages of production, the video shows how Daniel Quichocho, a 4-year old with Down Syndrome, and Keitel Certeza, a 6-year old who has a hearing impairment, benefit from being in an inclusive setting, how their center mates benefit from having them in their lives, and how their centers made preparations and adjustments. The National Center for Special Education Accountability and Monitoring (NCSEAM) out of Lousiana State University Health Services Center began technical assistance (TA) planning with representatives from Guam and CNMI while at the Office of Special Education Programs (OSEP) Leadership Conference held in D.C. May 11-14, 2004. The purpose for the TA is to support each entity with incorporating a focused monitoring process within the overall monitoring system for compliance and improved results for children with disabilities and their families.
